CARE4Suffolk selects particular rezoning concerns that it determines should be opposed in the best interest of those in the community and for the citizens in Suffolk.
Lake Pointe is 113 acres of combined wooded and farm land on Manning Road in Suffolk. In September 2022, a developer applied to the City of Suffolk, looking to rezone it from agricultural to low/medium density residential (RZN 2022-007 (Conditional) Ellis Farm, so he can build up to 300 homes on this land which is adjacent to the protected wetlands of Speight’s Run Reservoir. By the end of October 2022, the developer pulled this rezoning request.
By January 2025, the developer submitted a new rezoning request RZN 2024-00013 for the same property. The Lake Pointe (formerly Ellis Farm) rezoning application had a public hearing at Planning Commission on October 21, 2025 at 2pm. The Planning Commission vote 5-3 to recommend approval. The rezoning went before City Council on November 19 at 6pm. The was a large public turnout in opposition to this development and there were several speakers that provided valid concerns about the development. The developer made last minute proffer changes and then requested a continuance for the Council vote until December 17, 2025. Council Member Timothy Johnson moved to move the continuance to January 17, 2026 and included an additional public hearing.
There will be another public hearing on Wednesday, January 21, 2026 at 6pm at City Hall (442 W Washington St, Suffolk).
Care4Suffolk has many reasons for opposing this rezoning, including: traffic, road safety concerns, school impacts, environmental concerns, water quality, quality of life, property values, and the direct impact this large development will have on the lives of those that reside on Manning Road and the surrounding communities.
