Ellis Farm is comprised of about 114 acres of farmland and wooded land. It lies south of the Speight’s Run Reservoir, off Manning Road in Suffolk, Virginia.
As of March 2025, the application has not been put on the schedule for the Planning Commission yet. We will update the website as the situation changes.

Ellis Farm is 113 acres of combined wooded and farm land on Manning Road in Suffolk. In September 2022, a developer applied to the City of Suffolk, looking to rezone it from agricultural to low/medium density residential (RZN 2022-007 (Conditional) Ellis Farm, so he can build up to 300 homes on this land which is adjacent to the protected wetlands of Speight’s Run Reservoir. By the end of October 2022, the developer pulled this rezoning request.
As of January 2025, there is a new rezoning request RZN 2024-00013 for the same property for 300 single family homes. This rezoning request has not yet made it before the Planning Commission or had a public hearing. CARE4Suffolk will continue to monitor this rezoning project and will take action to oppose it once it comes before the Planning Commission.
CARE4Suffolk has many reasons for opposing this rezoning, including: traffic, road safety concerns, school impacts, environmental concerns, water quality, quality of life, property values, and the direct impact this large development will have on the lives of those that reside on Manning Road and the surrounding communities.

Please consider helping oppose this rezoning by printing out the informational flyer and a petition (double-sided). Talk to your neighbors and friends and family in Suffolk and let them know what’s going on. Ask them to sign the petition to join our opposition to this irresponsible rezoning. Please email care4suffolk@gmail.com to make arrangements for us to pick up your petition. You do not need to get all the space filled – any number of signatures helps!
